Bible Hill Village Commissioner Election to Be Held June 13

Following the close of nomination period, three candidates have been confirmed for the two
available Village Commissioner seats. As a result, an election will be held to determine the
successful candidates.

The candidates nominated area:
o Dwight Giddens
o Tim Shea
o Amanda Chaplin

The two successful candidates will each serve a three-year term ending June 2029.
Bible Hill electors can vote at either of two polling days to be held at the Village Office, 67 Pictou Road, as follows:

o Advance Poll – Friday, June 12, 2026, between the hours of 11 a.m. and 7 p.m.
o Election Day – Saturday, June 13, 2026, between the hours of 9 a.m. and 7 p.m.

To vote, a person must, as of Election Day:
o be a Canadian citizen;
o be at least 18 years old;
o have been ordinarily resident in Bible Hill for six months; and
o be entitled to be registered on the list of electors to vote.

  • Adult Soccer
    Adult Soccer kicked off on Tuesday, May 19 from 7:00–8:30 PM at the Bible Hill Recreation Park Multipurpose Field, but late registrations are welcome!

    Kick off the summer with a relaxed outdoor play day featuring family-friendly recreation and creative fun at the Bible Hill Recreation Park.

    An energetic morning focused on sports skills, and active movement-based games at Bible Hill Recreation Park.

 

  • Monday, July 13
    1:00–3:00 p.m. : Ages 5–7
    Cool off with a water-themed afternoon full of playful outdoor activities and summer fun at Scenic Drive Park

 

  • Monday, July 20
    10:00 a.m.–12:00 p.m. : Ages 5–7
    Creative play featuring hands-on activities, imagination, and outdoor exploration at Bible Hill Recreation Park.

 

  • Friday, August 7
    10:00 a.m.–12:00 p.m. : Ages 8–12
    A high-energy event featuring team challenges, games, and friendly competition at both Farnham Road Park and Poplar Drive Park.

 

  • Monday, August 10
    1:00–3:00 p.m. : All Ages
    Wrap up the summer series with fun-filled community play designed for the whole family to enjoy together at both the Airport Field Park and Bible Hill Recreation Park.

Notice of Nomination Period for Village of Bible Hill
Office of Village Commissioner - two seats

Nominations may be submitted to the Clerk and Treasurer at the Village Office, 67 Pictou Road, during regular business hours (8:30 AM to 12:00 PM and 1:00 PM to 4:30 PM) between May 11 and May 15, 2026 (nomination period), for two candidates to be elected as Village Commissioners with three-year terms ending June 2029.

Nominations shall be made on the prescribed paper form, supported by the endorsement of five electors, accompanied by a deposit of $200, signed by the candidate, and filed in person by the candidate or their agent with the Clerk and Treasurer during nomination period.

2026 - 2027 Budget: Approved

Village Commissioners have adopted their 2026-27 fiscal budget, including $4.5 million in operating and capital spending, with property tax rates remaining unchanged.

The Village’s operating budget funds a range of local services in Bible Hill, including fire protection and prevention (fire station operation, hydrants, equipment, communications, training, fire truck fuel and repairs, and volunteer honorariums), administrative and maintenance staff, elected officials, insurance, seven school crossing guards, and various infrastructure maintenance. This involves more than 30 km of sidewalks (repairs, snow removal, and salting), crosswalk lighting and more than 550 streetlights, a sanitary sewer system, environmental monitoring, and local flood control measures.

It also supports recreation programming, special events, in-school initiatives, a community hall, maintenance of trails, playgrounds, a splash-pad, sports fields, and numerous green spaces.

The 2026-27 budget includes the following capital investments:

• $80,000 for new firefighting equipment for Bible Hill Fire & Emergency
• $1 million in sidewalk improvements, including approximately 60 new accessible curb ramps compliant with the new Nova Scotia Built Environment Accessibility Standard
• $50,000 in trail improvements, including fencing replacement
• $65,000 for engineering assessment and design for sanitary sewer system improvement
• $210,000 towards replacement of two maintenance vehicles with upfitted equipment

Revenue for the year is generated from:
• $3.5 million in property taxes and grants in lieu of taxes
• $216,000 from programming user fees, and rentals
• $20,000 in interest income
• $648,000 in transfers from other governments
• $98,000 from reserves (savings)

The budget also sets aside $170,000 for future needs:
• $102,000 for future fire apparatus purchases
• $20,000 for future maintenance vehicle purchases
• $28,000 to maintain a (legislated) operating reserve
• $20,000 for future accessibility-focused capital improvements

While property tax rates remain unchanged, individual tax bills will still increase due to rising property assessments. This can result from factors such as new construction, renovations, reassessments, or removal of the assessment cap following the sale of a home. Overall, Bible Hill has experienced 7.3% growth in total taxable assessment this year. For properties under the Capped Assessment Program (CAP), residential assessment increases are limited to 2.6%, based on the Nova Scotia Consumer Price Index (i.e. inflation). As service delivery costs continue to rise, Commissioners, who live in community, remain mindful of balancing resident service expectations with affordability.

Adult Summer Soccer

Registration for Adult Summer Soccer is now open!

The program will run on Tuesdays from 7:00 PM–8:30 PM at the Bible Hill Recreation Park Multipurpose Field, beginning May 19.

Program cost is $65 for the season.
